Ans. The five rules which became effective from April 1993 regarding Panchayati Raj are as under:

1. Panchayati Raj system will be a three tier system- village, intermediate and district level. But if the population at the intermediate level is less than 20 lakhs so there may not be an intermediate institution.
2. No post will be filled through indirect election, Rather arrangements have to made for timely elections for all posts.
3. Seats will be reserved for Scheduled Castes and Scheduled tribes in proportion to their population in the said area.
4. There is a provision for reservation of one-third seats for women at all levels including the Chairpersons.
5. The tenure of the Panchayati Raj institutions was fixed at five years. Elections should be held before the expiry of the term.
