Let put the given values
$x = - 2$
$5 {(- 2)}^{4} - 4 - 3 {(- 2)}^{2} + 6 (- 2) + 8 + 5 (- 2) - 3$
$= 5 \times 16 - 4 - 3 \times 4 - 12 + 8 - 13$
$= 80 - 4 - 12 - 12 + 8 - 13$
$= 88 - 41$
$= 37$
Then,
We get the simplified form is $= 37$
