We know that $1 k g = 1000 g m$ so $3.5 k g = 3.5 \times 1000 = 3500 g m$
Now we divide the numerator and denominator by their HCF.
HCF=highest common factor
HCF $(400, 3500) = 100$
$\frac{400 \div 100}{3500 \div 100} = \frac{4}{35}$
Hence, the simplest form of ratio is $4 : 35$ .
