V=distance/time = 13.8/4 = 3.45

Δv/v = Δd/d+Δt/t = 0.2/13.8 + 0.3/4 = 0.089

ΔV = 0.089×3.45 = 0.30

Therefore, velocity = 3.45±0.3 m/s

Percentage error = ΔV/vx100 = 0.089×100=8.9%
