Why was the Indian economy called an agricultural economy on the eve of Independence?

Just before freedom, the Indian economy was known to be an agro-state. Regardless of being a primary source of income, India’s agribusiness sector was in a fast downfall. One of the primary explanations for it being is because dissipated land possessed by various people made it significantly harder for development.
