This is an example of hydroboration oxidation reaction in an alkene is converetd to alcohol. The reagents used are (1) diborane (2) alkaline hydrogen peroxide. Hydration follows anti-Markownikoff's rule. -OH goes to the less substitued carbon atom.
Thus, the hydroboration oxidation of 1-methyl cyclohexene gives 2-methyl cyclohexanol.
