When we inflate a balloon, we are forcing air into the balloon. As we keep blowing, the air pressure builds up inside the balloon, and the rubber expands to its maximum limits. Gases exert pressure on the walls of the container they are stored in. This pressure changes the shape of the balloon causing it to inflate.
