b) Aqua regia is a mixture of one part conc. HNO3 and three parts of conc. HCl. In aqua regia HNO3 is the oxidising agent.

c) Solution of HCl in water is an electrolyte because HCl dissociates in water to form hydrogen ions and chloride ions which conduct electricity. HCl in toluene does not dissociate to form ions, so it is not an electrolyte.
