Solution

(a) Enzyme P is a restriction enzyme and enzyme Q is a DNA ligase. [1]

(b) Restriction enzyme (P) cuts both the foreign DNA and vector DNA at specific sites. [1]

(c) No, two different enzymes cannot be used to cut foreign DNA and vector DNA because the resultant DNA fragments after cutting should have the same kind of ‘sticky-ends’ that can be joined together (end-to-end) using DNA ligases. These sticky ends can be obtained only if both are cut by the same restriction enzyme.[1]
