Let V be the total volume of ice piece and V' is the volume of ice piece which is outside the water, then $(V-V^{\prime }){\rho }_{water}g=V{\rho }_{ice}\times g\Rightarrow (V-V^{\prime })1000=V\times 900or{V}^{\prime }=\frac{V}{10}=0.1V$. So, fraction of ice piece outside the water is, $f=\frac{V^{\prime }}{V}=0.1$.
