No, not all substance can be magnetised. In general the hysteresis of normal substance is very small. So if you withdraw the magnetic field the substance become non magnetised again. Only ferromagnetic substances, because of it very high hysteresis, can be magnetised permanently.

But yes in very high magnetic field every substance will show magnetic properties. But strength will depends in whether it is fero, para or dia magnetic substance.
