Decreasing dipole moment : CH3Cl>CH2Cl2>CHCl3>CCl4.

The bond dipolesCH and CClare in opposite direction.

In CH3Cl, the resultant of 3CH bond dipoles is reduced by one C-Cl bond dipole.

In CH2Cl, the resultant 2CH bond dipoles is reduced by the resultant 2 C-Cl bond dipoles. Hence, the dipole moment of CH2Cl2 is lower than the dipole moment of CH3Cl.

Similarly, CHCl3 has lower dipole moment than In CH2Cl2,

The net dipole moment of CCl4 is zero because four CCl bond dipoles cancel each other.
