Lord Wavell, the Viceroy of India, called a Conference in Shimla to resolve the political issue in India. Mohammed Ali Jinnah represented the Muslim League while Maulana Abul Kalam Azad represented the Congress. However, there was a difference of opinion on the issue of the representation of the Muslim seats in the Viceroy's Executive Council, and both sides failed to reach a conclusion.
