A charged balloon is repelled by another similarly charged balloon as they both carry similar charge, they repeal each other. A force of repulsion acting between them keeping them apart.

Fundamental Principle Induction process


When a charged balloon is brought near a uncharged balloon, due to induction charges on the charged balloon attracts opposite charges from the uncharged balloon, and due to this induction process the uncharged balloon may get attracted by the charged balloon.
