The correct option is C B
Part B of the sentence contains the error as the use of 'and' does not add any meaning to the sentence and is thus redundant. 'And' should be replaced with 'who' which addresses the linguist mentioned before and thus make the sentence complete.
Hence option B is the correct answer. Options A, C and D are incorrect because the rest of the sentence is grammatically correct. Option E is incorrect because there is an error in the sentence as is explained above.
