The correct option is A 45
We assume the starting and end point of the queue to be $x$ & $y$ .

$X t o A = 18$ people
$Y t o B = 16$ people
If $C t o X = 24$ people

Then $A t o C = 24 - 18 = 6$ people
Now it is stated that C is in the middle of $A$ & $B$ which means $C$ will be at the 6th place if counted with reference to either A or B.

Now the total people in the queue will be

$X t o A + A t o C + C + C t o B + B t o Y$

$18 + 5 + 1 + 5 + 16 = 45$ people in the queue.
