Let us assume that, Total number of voters $= x$
$\Rightarrow$ Votes casted $= 85 %$ of $x = 0.85 x$

The candidate who won got $62.5 %$ votes and won by $3400$ votes
$\Rightarrow (62.5 - 37.5) %$ of $0.85 x = 3400$

$∴ \frac{25}{100} \times \frac{85}{100} x = 3400$

$x = 16000$
