The correct option is A If only I assumption is implicit
The statement talks of the mission of development which will only be possible when country 'X' achieV,es total literacy. Since a mission is a realistic possibility, therefore the condition of total literacy also has to be a realistic possibility. Therefore assumption I is implicit. We do not know if development is possible without a mission or not, so assumption II is not implicit. Option (a) is the correct answer.
