The relation between kinetic energy and momentum is
E = p2/2m
so, in the first case,
E1 = (p1)2/2m
if the momentum is doubled then p2 = 2p1
Then,
E2 = (2p1)2/2m = 4[(p1)2/2m] = 4E1
thus,
the kinetic energy increases by (E2/E1) x 100 = 400%
