So, after travelling $10$km total charge was $65$

$x+10y=65$ ……$\left(1\right)$

After travelling $16$km total charge was $95$

$x+16y=95$ ……$\left(2\right)$

Subtracting equation $\left(1\right)$ by $\left(2\right)$

$-6y=-30$

$y=5$

Substituting $y=5$ in equation $\left(5\right)$

$x+50=65$

$x=15$

So, fixed charge is $15$ks & charge dependent.
