Let the fixed charge be $x$ and rate per km be $y$

So, $x+80y=1330x+90y=1490$

Subtracting above Equations from each other

$10y=160\Rightarrow y=16$

and $x+80\ast 16=1330\Rightarrow x=1330-1280=50$
