A solution of HCl in water is an electrolyte because HCl dissociates in water and form ions and these ions conduct electricity on the other hand it does not form ions in toluene and hence it cannot conduct electricity.
Therefore, HCl in water is an electrolyte, but HCl in toluene is a non-electrolyte.
