Breadth of the rectangle $=x+9$ cm

Now, perimeter of rectangle $=91$ cm

$\Rightarrow 2$ (length $+$ breadth) $=91$

$\Rightarrow 2(2x-1+x+9)=91$

$\Rightarrow 2(3x+8)=91$

$\Rightarrow 6x+16=91$

$\Rightarrow 6x=91-16$

$\Rightarrow 6x=75$

$\Rightarrow x=\frac{75}{6}=12.5$

So, length $=2x-1=2\times 12.5-1=25-1=24$ cm

breadth $=x+9=12.5+9=21.5$ cm
