Let mass of ball 2 is m and mass of ball 1 is 2m.
final velocity of ball (1) after collision
v1=(m1em2)u1+m2(1+e)u2m1+m2
Given u1=v,u2=0
v1=(m1em2)vm1+m2

Substituting masses
v1=(2mme)v2m+m
v3=(2e)v3
1=2e
e=1
So collision is elastic in nature.
