Compounds which have higher acidic strength than conjugate acid of sodium bicarbonate (i.e., carbonic acid) will react with NaHCO3 to produce CO2.
Phenol, hexanol and acetylene are weaker acid compared to carbonic acid so they won't react with NaHCO3, whereas acetic acid (contains carboxylic acid group) is more acidic than carbonic acid. Hence it will react with NaHCO3 to give CO2.
