From the given information in the question, Power = VI. That is, voltage times the current. When there is more current through the bulb, it means that it has a low resistance. In this case, only when more current flows through the bulb will the power or wattage of the bulb will increase. Therefore, more the wattage, lesser the resistance. Here we do not consider whether they are serially or parallel connected.
Hence, the 60 W bulb has the lowest resistance.
