When exposed to light, the alkali metals lose electrons. This is known as photoelectric effect. Electrons of lithium are strongly held by nucleus as Li is smaller in size and therefore, requires high energy to lose an electron. While on the other hand, Cs has low ionization energy. Hence, it can easily lose electrons and cannot be utilized in photoelectric cells.

Hence, the correct answer is 1.
