We know that the photoelectric effect is based on the quantum theory of light, which says nothing but, light comes in discrete packets and these packets are called photons. And, a photon and an electron have a one-to-one relationship(i.e.) one electron will be emitted for one photon, provided that the frequency is greater than the threshold frequency.
Since when the frequency increases beyond the threshold, the ejected electrons move faster. An increase in the intensity of incoming light that is above the threshold frequency causes the number of electrons that are ejected to increase, but they do not travel any faster.
Hence, it concludes that the photoelectric effect depends on frequency.
