The valency of chlorine is 1. Therefore, if the element M is forming a chloride of the formula MCl2, it means that the valency of M is 2. Also, since the compound MCl2 has high melting point, it means that it is an ionic compound. Hence M is a metal and belongs to group 2 of the periodic table.

From the formula XCl2 we see that one atom of X combines with 2 atoms of Cl this means X has a valency of 2 just like Magnesium. (Remember the formula of magnesium chloride is MgCl2).
Na has valency 1 (NaCl)
Al has valency 3 (AlCl3)
Si has valency 4 (SiCl4)
