The lead carbonate does not react with dilute. HCl because the initial reaction causes the formation of a layer of lead (II) chloride. That is,
PbCO3+ dil. HClPbCl2+CO2+H2O
This layer is insoluble in water. and apparently forms a layer that prohibits the reaction of lead carbonate and dil. HCl
