As $BC,BA$ are the tangents drawn to a circle from the same point, therefore, $BA=BC$

$⟹c=16$

Now as BC is a tangent, therefore, triangle BCO is a right-angled triangle

so ${12}^2+c^2=b^2$

$b^2=144+196=400$

therefore $b=20$

and $a$ is the radius of the circle so $a=OC=12$
