Given, $\frac{1 - 9 y}{11 - 3 y} = \frac{5}{8}$
On cross multiplying, we get
$8 (1 - 9 y) = 5 (11 - 3 y)$
$\Rightarrow 8 - 72 y = 55 - 15 y$
Transpose $y$ terms on one side,
$- 15 y + 72 y = 8 - 55$
$\Rightarrow 57 y = - 47$
$\Rightarrow y = - \frac{47}{57}$
