Let the equation of the ellipse be
x2a2+y2b2=1.
Since, (3,1) lies on it
9a2+1b2=1 (1)

For horizontal ellipse a>b
b2=a2(1e2)5b2=3a2(2)

From equations (1) and (2), we get
a2=323, b2=325x2(323)+y2(325)=13x2+5y2=32

For vertical ellipse b>a
a2=b2(1e2)5a2=3b2(3)

From equation (1) and (3), we get
a2=485, b2=16x2(485)+y216=15x2+3y2=48

Hence, the possible equations of ellipse are
3x2+5y2=32 and 5x2+3y2=48
