The central atom Cl in ClF3 has 3 bond pair and 2 lone pairs. Therefore, number of hybrid orbitals = 5
So, the shape should be trigonal bipyramidal.
The lone pairs of electrons are present in the trigonal shape leaving two F atoms on the axial positions and the net structure as T-shaped. Hence correct answer is option (b).
