Electron pairs are produced from a vacuum under a continuous electric field of suitable magnitude. The generation of electron pairs from the vacuum happens at a set rate. One such phenomenon is known as the Schwinger effect.
It's worth noting that other scientists worked towards this phenomenon, but Schwinger is the one to properly determine the rate at which pairs of electrons are being formed from the vacuum.
Therefore, any sufficiently powerful electric field could self-destruct owing to quantum phenomena.
