electrolyte properties depends on the negative ion in solution. here,

A concentrated acid is the one which contains very large amount of acid than water in the solution. They have higher mass percentage in the solution. (Concentrated sulphuric acid - 98% by mass).

A dilute acid is the acid which contains greater concentrations of water in it. They have lower mass percentage in the solution. The concentrated acid can be diluted by adding it to water, and they have any percentages lower than the particular concentrated composition

so better electrolyte is dil. HCL
