Turkmenistan made a formal declaration of ‘Permanent Neutrality’ in the United Nations in 1995. The UN accepted its declaration and adopted a special resolution in that regard.
As a result it won’t be a part of any multinational defense organizations which includes the Shanghai Cooperation Organization.
