No, merely applying for the UPSC Exam is not considered an attempt. Only when a candidate appears for the preliminary examination, his/her attempt is counted. If for some reason an applicant misses out on appearing for the examination, the attempt may not be counted but the age eligibility continues to be maintained. No one beyond the upper age limit is applicable to appear for the examination.
