Under Akbar’s administration, every officer was appointed and promoted by the emperor, at least in principle. Civil administration were assigned military ranks, making them dependent on the emperor as army officers.

The empire was divided into ‘Subas’ which were further subdivided into ‘Sarkar’,’Pargana’, and ‘Gram’. There were 15 Subas (provinces) during Akbar’s reign
