Atlantic Declaration 2023 [UPSC Notes]

In June 2023, during the British Prime Minister’s visit to the US, both countries adopted the ‘Atlantic Declaration’. In this article, you can read more about the Atlantic Declaration and its significance from the IAS exam perspective.

Atlantic Declaration

The Atlantic Declaration is an agreement adopted by the United States and Britain during a White House summit between US President Joe Biden and British Prime Minister Rishi Sunak.

  • Aim:
    • The declaration aims to strengthen the “special relationship” between the two countries and enhance cooperation in various areas to address global challenges posed by Russia, China, disruptive technologies, non-state actors, and transnational issues like climate change.
  • Industry Ties:
    • The declaration emphasizes boosting industry ties, particularly in the areas of defense and renewable energy. 
    • It seeks to enhance collaboration between the United States and Britain to counter growing competition from China.
  • Economic Instability: 
    • The Atlantic Declaration recognizes the need to address chronic instability in energy markets caused by Russia’s actions, although it does not explicitly blame Moscow for recent events, such as the destruction of a dam in Ukraine.
  • Green Economy: 
    • The declaration aligns with Biden’s plan to develop a new green economy through substantial industrial subsidies. 
    • Britain agrees to support this plan rather than focusing on a post-Brexit free-trade agreement with the United States.
  • AI Summit: 
    • The declaration supports Sunak’s plan to convene the world’s first AI summit in Britain later in 2023, with the backing of President Biden. 
    • It also expresses the desire for the UK to host a future AI regulator.
  • Aid Relief and Ukraine War: 
    • The declaration acknowledges the need for aid relief to victims of the Ukraine dam breach, and the United States and UK governments are moving closer to providing advanced fighter jets to help Ukraine counter the Russian invasion.
  • NATO Leadership: 
    • Prime Minister Sunak has been promoting British Defense Secretary Ben Wallace as a candidate to lead NATO before the alliance’s summit in Lithuania. 
    • However, President Biden has not indicated his support for any specific candidate yet, and his vote will be crucial in determining the next NATO Secretary General.
