National Health Accounts Estimates 2019-20
The Ministry of Health and Family Welfare released the National Health Accounts Estimates for India (2019-20) in April 2023.
- The seventh report of the National Health Accounts Estimates for India has been prepared by the National Health Systems Resource Centre (NHSRC).
Government Health Expenditure
- The government health expenditure increased from 1.13% of the GDP in 2014-15 to 1.35% in 2019-20.
- The government plans to increase this to 2.5% of the GDP by 2025.
Share of Health Expenditure:
- In 2014-15, the government health expenditure accounted for 29% of the total health expenditure, but by 2019-20, it had increased to 41.4%.
- Primary care received the largest share of the government’s health expenditure for 2019-20, accounting for 55.9%, while secondary care and tertiary care received 29.6% and 6.4% respectively.
- Between 2014-15 and 2019-20, there was a 4.6% increase in the proportion of Current Government Health Expenditure allocated to primary healthcare.
- The proportion of healthcare expenses paid for ‘out-of-pocket’ declined from 62.6% in 2014-15 to 47.1% in 2019-20.
Per Capita Spending:
- There was an increase in per capita healthcare spending from Rs 1,108 in 2014-15 to Rs 2,014 in 2019-20.
Other Expenditures:
- Expenditure on social security schemes increased from 5.7% in 2014-15 to 9.3% in 2019-20.
- The investment in the primary sector witnessed growth from 51% in 2014-15 to 56% in 2019-20.

- The report shows a rise in the share of private health insurance.
- This indicates a level of maturity in a country’s insurance industry, as individuals who are able to pay for health insurance will also consider purchasing it from private insurers.
