SWAGAT is an acronym for State-Wide Attention on Grievances by Application of Technology.

  • Swagat is an online initiative of the Gujarat government to address the grievances of citizens in a quick, timebound and efficient manner.
  • The Swagat initiative was launched in 2003 to help the common people to report their issues directly to the Chief Minister.
  • As a part of the celebrations, the Chief Minister’s Office trained the sarpanches of village panchayats, talatis, newly-appointed mamlatdars and taluka development officers.
  • The objective of the initiative is to utilize technology as a bridge between citizens and the government to solve the issues faced by citizens in a time-bound and efficient manner.
  • The uniqueness of the initiative is that people can file complaints about grievances to the Chief Minister directly and on the fourth Thursday of every month, the Chief Minister will interact with the people directly to address and resolve their grievances.
  • The Swagat initiative consists of four components namely state, district, taluka and gram. The Chief Minister will attend the public hearings of State Swagat.
  • One of the significant achievements of the Swagat initiative is that to date 99% of the grievances submitted are resolved and every applicant is updated about the decision.
  • One of the highlights of the Swagat initiative is that it won the United Nations Public Service Award in 2010 for improving transparency, accountability and responsiveness in public service.
