India’s Union Minister for New and Renewable Energy has directed industries to set targets for renewable energy under the Green Open Access Rules 2022 to accelerate the country’s transition towards green energy. - Incentives: The rules include measures such as capping the increase of cross-subsidy surcharges and removing additional surcharges, providing incentives for consumers to choose green energy.
- Renewable Purchase Obligation (RPO): There is a uniform RPO imposed on all obligated entities within the distribution licensee’s area, ensuring the fulfilment of renewable energy procurement targets.
- Green Open Access Registry: The Green Open Access Registry (GOAR) portal, operated by the Grid Controller of India Limited, serves as a single-window platform for registering and applying for green energy open access.
- Compliance and Reporting: Industry stakeholders are encouraged to inform the government of any cases where the open access rules are not being followed, allowing for appropriate action by concerned agencies, including penalties if necessary.
