1. Central Reserve Police Force (CRPF)

Context:

CRPF Raising Day.

About CRPF:

  • The Central Reserve Police Force (CRPF) is a reserve gendarmerie and internal combat force in India under the authority of the Ministry of Home Affairs of the Government of India.
  • It is a part of the Central Armed Police Forces (CAPF).
  • It was founded on 27 July 1939. 
  • It is primarily engaged in counter-insurgency operations.

2. Jan Vishwas (Amendment of Provisions) Bill, 2023

Context:

Lok Sabha passed the Jan Vishwas (Amendment of Provisions) Bill, 2023.

Details:

  • After being introduced in the Lok Sabha in December 2022, the bill was referred to the Joint Committee of the Parliament.
  • The committee had made 7 recommendations out of which 6 have been accepted by all ministries/departments concerned.
  • The bill proposes the decriminalisation of 183 provisions in 42 Central Acts administered by 19 Ministries/Departments.
  • Decriminalisation, in the bill, will be done by removing or partially removing fines and/or imprisonment.
  • It is also ensured that the degree and nature of punishment are commensurate with the severity of the offence.

Benefits of the amendment bill:

  • Rationalizing criminal provisions and ensuring that citizens, businesses and government departments operate without fear of imprisonment for minor, technical or procedural defaults.
  • Establishing a balance between the severity of the offence/violation committed and the gravity of the prescribed punishment. 
  • Helping reduce pressure on the judiciary by ensuring that criminal consequences prescribed for technical/procedural lapses and minor defaults do not clog the justice delivery system and put adjudication of serious offences on the back burner. This will reduce the pendency of cases.
  • Helping citizens and government employees live without fear of imprisonment for minor violations.
  • The enactment of this legislation would be a landmark in the journey of rationalizing laws, eliminating barriers and bolstering the growth of businesses.

3. Rising incidents of extreme weather events

Syllabus: GS-3, Environment and Ecology

Prelims: Heatwaves, cyclones, IMD, INCOIS, NIOT 

Mains: Climate change, extreme weather events, measures to mitigate adverse effects of climate change

Context:

Rising incidents of extreme weather events and related information.

Details:

  • Vulnerability to climate change is reflected with the increase in the frequency of extreme weather events due to which several parts of the country are affected with meteorological hazardous events. 
  • IMD releases forecasts for weather-related events both for the public and disaster management authorities.
  • IMD started issuing Impact Based Forecast (IBF) which give details of what the weather will do rather than what the weather will be. 
    • It contains the details of impacts expected from the severe weather elements and guidelines to general public about do’s and don’ts while getting exposed to severe weather.
  • The met dept has also brought out a web-based online “Climate Hazard & Vulnerability Atlas of India” prepared for the thirteen most hazardous meteorological events, which cause extensive damages, economic, human, and animal losses. 
  • The IMD also introduced a heat index.

4. Ministry of Earth Sciences

Syllabus: GS-2, Polity & Governance

Context:

17th anniversary of the Ministry of Earth Sciences.

About the Ministry of Earth Sciences (MoES):

    • The MoES officially came into being in 2008 by re-organising the then Ministry of Ocean Development, formerly known as the Department of Ocean Development (set up in 1981).
  • Mandates of the MoES:
    • To provide services for weather and climate, ocean and coastal state, hydrology, seismology, and natural hazards
    • To explore and harness marine living and non-living resources in a sustainable manner for the country
    • To explore the three poles of the Earth (Arctic, Antarctic and Himalayas)
    • To explore and harness resources of the deep oceans
