Institute of Eminence (IOE) Status [UPSC Notes]

According to recent findings (2023), only four out of the 10 private higher education institutions selected for the IOE status have received official recognition till April 2023. What is the Institute of Eminence status? What does it signify and how can an institute receive this tag? Read on to know more. This topic is important for the IAS exam education segment of GS II.

What is the Institute of Eminence (IOE)?

The University Grants Commission (UGC) has a recognition programme called the Institute of Eminence (IoE) that supports the advancement of higher education institutions.

  • The IoE scheme was created in 2017 by the University Grants Commission. Many universities in India have received the Institute of Eminence designation.
  • Institutions that achieve IoE designation have complete control over their curriculum and course offerings.
  • They are provided with the freedom to recruit foreign faculty up to 25% of their total faculty.
  • They can collaborate academically with foreign institutes.
  • They can also have their own transparent system for admitting students.

Institute of Eminence (IOE) Criteria

A higher education institution in India requires the following characteristics to become an Institute of Eminence.

  • The organization must place among the top fifty institutions in its category according to the National Institutional Ranking Framework (NIRF).
  • State public universities, institutions of national significance, establishments governed by professional regulatory councils, and institutions that are owned by the government shall continue to operate in accordance with the current laws.
  • The deemed-to-be universities that are subject to governmental control will be given additional incentives, under UGC Rules for Institutes of Eminence.

Recent challenges

  • The IOE classification has only been granted to four of the ten private higher education institutions.
  • The burden of bureaucracy and regulatory meddling continues to be felt by the private IOEs.
  • Due to the number of regulators, private IOEs encounter red tape, delays, and compliance requirements.
  • Private IOEs have found it difficult to work with the University Grants Commission(UGC) despite their special status.

Conclusion: Given that the Centre intends to extend similar freedoms to international universities on academic, administrative, and financial matters in order to entice them to India, its track record in ensuring autonomy for private IOEs is crucial.
