1. International Conference on Disaster Resilient Infrastructure

Syllabus – GS3, Disaster and Disaster Management

Prelims – 5th International Conference on Disaster Resilient Infrastructure, CDRI

Context – The Prime Minister addressed the 5th International Conference on Disaster Resilient Infrastructure (ICDRI, 2023) virtually.

Details

  • International Conference on Disaster Resilient Infrastructure (ICDRI) is the annual conference of CDRI (Coalition for Disaster Resilient Infrastructure) bringing together experts, decision-makers and practitioners from member countries, organisations and institutions to discuss challenges and identify good practices to strengthen the global discourse on disaster and climate-resilient infrastructure. 
  • The theme for ICDRI, 2023 is “Delivering Resilient and Inclusive Infrastructure”.
  • Shri Narendra Modi addressed the 5th ICDRI and underlined the need for an integrated response to disasters, saying disaster in one region can have a big impact on a completely different region in a closely connected world.
  • The conference has become an important platform for advanced and developing economies, large and small countries, and the global north and global south to come together on a single platform.

CDRI 

The Coalition for Disaster Resilient Infrastructure (CDRI) is a multi-stakeholder global partnership of national governments, United Nations agencies and programmes, multilateral development banks and financing mechanisms, the private sector, and knowledge institutions.


2. PLI Scheme (Drone and Drone Components)

Syllabus – GS3, Science & Technology: Indigenisation of Technology

Prelims – PLI Scheme

Context – Under the PLI scheme for drones and drone components, the Ministry of Civil Aviation disbursed approximately Rs 30 cr. to 23 beneficiaries during the FY 2022-23.

Details

  • In an effort to support the domestic drone sector, the GoI notified the Production Linked Incentive (PLI) for drones and drone components in September 2021. 
  • The scheme has features including a total incentive of Rs 120 core spread over three financial years, which is nearly double the combined turnover of all domestic drone manufacturers in FY 2020-21. Also, the PLI rate for this scheme is 20 % of the value addition, which is the highest among PLI schemes and this rate is kept constant at 20% for all three years.
  • 23 beneficiaries include 12 drone manufacturers and 11 drone component manufacturers.

3. SLINEX-23

Syllabus – GS3, Security: Various Security forces and agencies and their mandate. 

Prelims – SLINEX – India – Sri Lanka annual bilateral maritime exercise.

Context – The 10th edition of SLINEX is scheduled to be held at Colombo (3-8 April 2023).

Details

  • SLINEX-23, India-Sri Lanka annual bilateral maritime exercise is being conducted in two phases – Harbour Phase followed by a Sea Phase.
  • INS Kiltan, an indigenous Kamorta class ASW corvette and INS Savitri, an offshore patrol vessel, represents the Indian Navy.
  • SLNS Gajabahu and SLNS Sagara represent the Sri Lankan Navy. Also, Maritime Patrol Aircraft, helicopters and special forces from both navies are participating in the exercise.
  • The aim of the exercise is to increase interoperability, improve mutual understanding and exchange best practices between the two navies.
  • The 9th edition of SLINEX was held at Visakhapatnam in March 2022.

4. Jal Jeevan Mission

Syllabus – GS2, Government policies and interventions 

Prelims – Jal Jeevan Mission (JJM)

Context – India achieved a huge milestone of bringing functional taps with clean water to 60% of the households of its villages, under Jal Jeevan Mission.

Details

  • Shri Narendra Modi launched  Jal Jeevan Mission on 15th August 2019 with the aim to provide all rural households with an adequate quantity of water (55 lpcd) by 2024,  of prescribed quality in adequate pressure, on a regular and long-term basis.
  • The overall financial commitment for Jal Jeevan Mission is INR 3600 billion which makes it one of the largest welfare programmes in the world.
  • There is 100 % coverage in 5 states – Gujarat, Telangana, Goa, Haryana and Punjab and 3 UTs – Andaman and Nicobar Islands, Daman Diu and Dadra Nagar Haveli and Puducherry.
  • With the active participation of the people, Jal Jeevan Mission has become a people’s movement (Jan Andolan).
  • ‘Source sustainability for drinking water’ is the central theme of the Jal Shakti Abhiyan (JSA), 2023. This will bring the necessary focus on water conservation for improving and sustaining the sources of drinking water supply, particularly groundwater sources and springs.
  • JJM has also helped in creating direct and indirect employment opportunities in rural areas.

5. Sri Lanka seeks India’s help with Policy Reforms, Governance & Public Service delivery

Prelims – India & Sri Lanka Relations.

Context – Sri Lanka sought India’s help with policy reforms, governance and public service delivery.

Details

  • An Indian delegation led by the Director General of the National Centre for Good Governance (NCGG), Shri Bharat Lal on the invitation of the Sri Lankan government met the President of Sri Lanka, Mr Ranil Wickremesinghe.
  • The discussion at the meeting centred around policy reforms, good governance, capacity building and training, digitalisation, institution building and assured public service delivery. The president of Sri Lanka urged NCGG to help in establishing a University of Governance and Public Policy in Sri Lanka.
  • The president of Sri Lanka sought help from India based on India’s experience of digital governance and participatory policy-making to ensure faster socio-economic development and higher economic growth.
  • The Indian delegation emphasised the importance of digital technology in promoting transparency, inclusion, equity and accountability.

National Centre for Good Governance (NCGG)

  • The NCGG was established in 2014 by the GoI as an apex–level autonomous institution to focus on good governance, policy reforms, training, and capacity building of civil servants of the country as well as of other developing countries. 
  • It is located in Delhi.

6. Petroleum Planning and Analysis Cell (PPAC)

Syllabus – GS3, Energy 

Prelims – 22nd Foundation Day of PPAC, 3rd April 2023.

Context– PPAC celebrated its 22nd Foundation Day on 3rd April 2023.

Details

  • The Petroleum Planning and Analysis Cell is the data backbone of the Ministry of Petroleum and Natural Gas. PPAC was inaugurated on 3rd April 2002.
  • PPAC provides effective assistance to the Ministry of Petroleum & Natural Gas in the discharge of its responsibilities, particularly the pricing of petroleum products and administration of subsidy schemes.
  • PPAC maintains a data bank on the oil and gas sector and analyses the trends in the domestic and international oil and gas sector and domestic prices.
  • The event also saw the launch of the App version of the immensely popular PPAC website and the announcement of the proposed publication of a Bi-annual journal on energy to disseminate collective knowledge of the sector.
