UPSC Exam Preparation: Topic of the Day – National Adaptation Fund for Climate Change
National Adaptation Fund for Climate Change (NAFCC) is a Central Sector Scheme established in August 2015. It is a flagship programme of the Government of India providing 100% central grants to State Governments for the purpose of implementing climate change adaptation projects. The National Adaptation Fund for Climate Change aims at supporting concrete adaptation activities which mitigate the adverse effects of climate change. The activities under this scheme are implemented in a project mode. Assistance is provided to the States and Union Territories that are particularly vulnerable to the adverse effects of climate change in meeting the cost of adaptation. The projects related to adaptation in sectors such as tourism, forestry, water, animal husbandry and agriculture are eligible for funding under the National Adaptation Fund for Climate Change.
The Adaptation Fund is to assist States that are particularly vulnerable, based on the needs and priorities identified under the State Action Plan on Climate Change (SAPCC) and the relevant Missions under National Action Plan on Climate Change (NAPCC). The project proposals need to be approved by the State Steering Committee on Climate Change in order to be eligible for consideration under National Adaptation Fund for Climate Change. It is the discretion of the State Government to engage any organization to assist in project preparation, as per their requirement.
National Bank for Agriculture and Rural Development (NABARD) is responsible for the implementation of adaptation projects and is the National Implementing Entity (NIE). Under this arrangement, National Bank for Agriculture and Rural Development would perform roles in facilitating identification of project ideas/concepts from State Action Plan for Climate Change (SAPCC), project formulation, appraisal, sanction, disbursement of fund, monitoring & evaluation and capacity building of stakeholders including State Governments.Â
