Prelims: About NCPCR
Mains: Effective programmes of the government to prevent drug abuse among children.
Context: The NCPCR (National Commission for Protection of Child Rights) in collaboration with the Narcotics Control Bureau conducted a national review cum consultation on “Roll out of Joint Action Plan” in the states.
Aim: The joint action plan aims to prevent drugs and substance abuse among children and illicit trafficking.
The Joint Action Plan:
- This policy document has been prepared by the NCPCR and the NCB (Narcotics Control Bureau) and is based on various laws, regulations, policies and programmes that are already in place.
- It is an initiative to create a convergent platform for action at various levels to take preventive measures against drug abuse.
- The action plan has been rolled out in 272 vulnerable districts identified by the NCB and the Ministry of Social Justice and Empowerment.
- Districts are monitored by the NCPCR to assess the implementation of the action plan.
- The joint initiative involves authorities and stakeholders who stressed on awareness and sensitization as the key element of preventing drug abuse among children.

Mains: Initiatives to protect the interests of women
Context: The Stree Manoraksha Project was launched at an event organised by the Ministry of Women and Child Development in collaboration with NIMHANS (National Institute of Mental Health and Neurosciences) during the celebration of International Women’s Day week.
About the Project:
- The project aimed at extending mental health training to many One Stop Centre functionaries across the country.
- The event witnessed the participation of representatives from the government, NIMHANS, NALSA and the representatives of One Stop Centre.
- The project is intended to give life and dignity to women and break the cycle of violence by educating women and spreading awareness among them.
- Besides, the Ministry of Women and Child Development is also putting efforts to establish ‘Naari Adalat’ with the help of NALSA in order to deliver speedy justice to the victims.
- The initiative will also emphasise the security, safety and mental wellbeing of women.
- In collaboration with NALSA, the government implements the ‘Nyaya Bandhu’ programme to link the persons eligible to avail of free legal aid under section 12 of the Legal Services Authorities Act, 1987 with lawyers.
- Additionally, facilities of tele-law programmes provide free legal advice to the public including persons entitled to free legal aid.
